The HOA cannot enforce City of Tulsa code violations. Reporting a code issue to the board means nothing gets fixed. Report it to the City and it gets a case number.
Most issues are resolved with a knock on the door. Please give your neighbor the chance to fix it before filing a complaint.

Covenants vary slightly by subdivision. Check the set that matches your address — each homeowner is legally bound to uphold them.
Disposing of Household Pollutants
Beginning in January 2016, a year-round facility opened, free for Tulsa residents to dispose of household pollutants by appointment. The facility services the greater Tulsa metro area; citizens must contact their respective municipalities for information on disposal options and costs before making an appointment. Household users only — not available for commercial companies or businesses.
Accepted: Fluorescent and CFL lightbulbs, oil-based paints and paint thinner, flammable liquids, lawn chemicals, automotive fluids, cooking oil/grease, aerosols, household and car batteries, household cleaners, pool chemicals.
Not accepted: Industrial or commercially generated waste, latex paint, medical or biomedical waste, asbestos, food or organic waste, radioactive material, ammunition/explosives, electronics, tires, compressed gas cylinders, unknown materials or substances.
